dc.description.abstractEl trabajo fue realizado en la subcuenca del río Gatuncillo (SRG), cuenca hidrográfica del Canal de Panamá. El objetivo general del estudio fue caracterizar algunos componentes de la gestión del recurso hídrico, así como, analizar los escenarios de eventos locales de cooperación y conflicto por el agua. Los resultados obtenidos de esta investigación, evidencian escenarios hídricos no muy alentadores, principalmente con temas esenciales y vinculantes con la gestión del agua como: participación y organización local, institucionalidad local y regional, ausencia de programas y proyectos ejecutados desde la bases locales, enfoques de equidad y género. El tejido social existente para la gestión del agua en esta subcuenca es muy frágil, existiendo grandes brechas entre las entidades gubernamentales (locales, regionales, centrales), las instancias locales (comités locales, consejo consultivo, juntas de agua) y las empresas privadas (porcinocultores, ganaderos, avícolas, comercio e industria), lo que representa una debilidad enorme al momento de proponer una arquitectura mas sólida de gestión por este recurso. Finalmente, el inventario de los eventos locales registrados de cooperación y conflicto por agua, evidencian una marcada tendencia hacia eventos conflictivos, sin embargo, estos aún son subyacentes o de menor intensidad. The work was conducted in the subbasin of river Gatuncillo (SRG), Panama Canal watershed. The general objective of the study was to characterize some of the components of water resource management, as well as, analyze the scenarios of local events of cooperation and conflict over water. The results obtained in this investigation witness discouraging water scenarios, mainly, with binding and essential topics of water management such as participation and local organization, local and regional institutionality, absence of prograMON and projects executed from the local bases, approaches of equity and genre. The existing social network for water management in this sub basin is very fragile, significant gaps exist between the governmental entities (local, regional, central), the local instances (basin local committees, basin advisory council, water boards) and the private companies (pig farmers, stockbreeders, poultry farmers, commerce and industry), which represents an enormous weakness when proposing a more solid structural design of management for this resource. Finally, the inventory of registered local events of cooperation and conflict over water demonstrate a pronounced tendency towards disagreementes_ES
