Gestión del recurso hídrico en la cuenca alta del río Caldera, Panamá

Abstract

Se analizaron las principales leyes, decretos y políticas que rigen el recurso hídrico en el país como a nivel local. Se identificaron y caracterizaron los diferentes actores que tienen relación con el agua en la subcuenca, así como las interrelaciones existentes entre ellos. Además, se determinaron los principales usos y la disponibilidad de agua superficial y si existen la condiciones mínimas para el establecimiento de un esquema de pago por servicios ecosistémicos hídricos (PSEH). Finalmente, en conjunto con actores claves, se propusieron estrategias y acciones para la gestión integrada del recurso hídrico.La subcuenca tiene condiciones altamente favorables para el establecimiento de un esquema de PSEH, además de que existe una articulación regular entre instituciones gubernamentales y no gubernamentales, por lo que se requiere promover e impulsar estrategias y acciones conjuntas y coordinadas para mejorar la gestión de recurso hídrico para así incrementar el interés en protegerlo y conservarlo. In this study, the main laws, decrees and policies that rule the water resources in the country as well as in the local level were analyzed. Different actors that are related to the water in the watershed as well as the existent interrelationships among them were identified and characterized. Besides, the main uses and the availability of surface water, and if there is the minimum condition for the establishment of a payment scheme for ecosystem services (PES) were determined. Finally, together with the main actors, some strategies and actions were proposed for the integrated management of the water resources.The sub watershed has highly favorable conditions for the establishment of a payment scheme for ecosystem services.
