Análisis y evaluación de los sistemas de transferencia de tecnología en manejo integral de café en países integrantes del PROMECAFE*

Abstract

Conocer el contexto de los sistemas de asistencia técnica y capa citación en países que integran el PROMECAFE (Guatemala, Honduras, El Salvador, Nicaragua, Costa Rica, Panamá y República Dominicana), constituye una base determinante para apoyar las iniciativas de fortalecimiento de la caficultura frente a los grandes desafíos sociales, económicos y ambientales actuales. En este sen tido, en el ámbito del Programa Regional IICA-PROCAGICA-UE, el CATIE coordinó un estudio realizado por consultoría inde pendiente para analizar fortalezas y limitantes que deben ser consideradas en las diferentes iniciativas en marcha para mejorar la atención a las familias y empresas cafetaleras de los países. El estudio tuvo como base metodológica la revisión de información documental, entrevistas a informantes clave, visitas a la mayoría de los países y talleres de trabajo. Los resultados aportan elementos sobre la calidad y cobertura de los servicios de asistencia técnica y capacitación y resaltan su potencial para escalamiento. Aunque hay tendencias regionales, los resultados indican diferencias signi ficativas entre los países. Se destacan también los grandes desafíos actuales que justifican una acción determinada de las instituciones para fortalecer su atención hacia los productores de café inmersos en la crisis climática y la inequidad de la distribución de riquezas generadas por el sector. Se presentan recomendaciones que buscan contribuir con el fortalecimiento de la asistencia técnica y los procesos de capacitación con enfoque de manejo integral de la caficultura.

Knowing the context of technical assistance and training systems in countries that make up PROMECAFE (Guatemala, Honduras, El Salvador, Nicaragua, Costa Rica, Panama, and the Dominican Republic) constitutes a determining basis for supporting initiatives to strengthen the coffee farming industry against the current social, economic and environmental challenges. In this sense, within the IICA-PROCAGICA-EU Regional Program framework, CATIE coordinated a study carried out by an independent consultancy to analyze strengths and limitations that must be considered in the different ongoing initiatives to improve advisory systems for coffee families and companies in the countries. The methodological basis consisted of reviewing documentary information interviews with key informants, visits to most of the countries, and workshops. The results provide elements on the advisory systems’ quality and coverage and highlight their potentials. Although there are regional trends, the results indicate significant differences across countries. It also highlights the current challenges that justify a determined action by the institutions to strengthen their attention to coffee producers immersed in the climate crisis and the inequity in the distribution of wealth generated by the sector. Recommendations are presented that seeks to contribute to the strengthening of technical assistance and training processes with a comprehensive management approach to coffee farming.
